Despus de muchos falsos amaneceres y plazos incumplidos, las negociaciones del programa de desarrollo de Doha de la Organizacin Mundial del Comercio han llegado finalmente a la hora de la verdad. La eleccin es dura: o bien los miembros de la OMC adoptan un acuerdo que asuma el crecimiento econmico mundial y la prosperidad, o hasta el puente levadizo y retiro detrs de barreras proteccionistas. Es necesario que haya claridad sobre lo que est en juego, tanto en trminos de las oportunidades generadas por el xito, como los costos del fracaso. Un acuerdo que reduce notablemente las distorsiones del comercio, reduce los obstculos al comercio de bienes y servicios, mantiene los incentivos a la innovacin y da un impulso a la vacilante economa mundial bien vale la pena. Como los ministros se renen en Ginebra, que necesitan para entregar los avances que hasta ahora ha sido difcil de alcanzar. Esa es su responsabilidad y uno no lo puede evitar. Los parmetros de un paquete final son claros y se entregar a un acuerdo por valor de ms a nuevas oportunidades comerciales que en cualquier ronda anterior. Permitir que la certidumbre, una mayor estabilidad y generar confianza. Si no se aprovecha esta ltima oportunidad, la agenda de Doha efectivamente se convertir en moribundo. Sir, After too many false dawns and missed deadlines, the World Trade Organisation's Doha development agenda negotiations have finally arrived at the moment of truth. The choice is stark: either WTO members embrace a deal that underwrites global economic growth and prosperity, or they up the drawbridge and retreat behind protectionist barriers. There needs to be clarity over what is at stake, both in terms of the opportunities generated by success and the costs of failure. A deal that markedly reduces trade distortions, brings down barriers to trade in goods and services, maintains incentives to innovation and gives a boost to a faltering global economy is well worth having. This is what a balanced and ambitious outcome is all about, consolidating existing commitments and generating new market access that will benefit developing and developed countries alike. The reverse - we would even say perverse - outcome would lead to a possibility of raised tariffs, lost agricultural reforms and a WTO that has been damaged as a credible international institution. History sends us resounding lessons of what happens when trade barriers go up and markets are closed. As ministers meet in Geneva, they need to deliver the progress that has so far been elusive. That is their responsibility and one they cannot avoid. The parameters of a final package are clear and it will deliver a deal worth more in new trade opportunities than under any previous round. It will bring certainty, greater stability and generate confidence. If they fail to seize this last chance, the Doha agenda will effectively become moribund. We will all lose as trade and the benefits it brings fall under the dark shadow of a weakened rules-based multilateral system that will be more liable to abuse. Given the current global circumstances, a deal can and must be concluded to reduce subsidies, reform global markets and generate greater economic growth. Ministers must deliver on the promise of a better tomorrow for all.
